Wipers and water not working

Hello, I have a 2011 Ford Fiesta Zetec S. My front and rear wipers aren't working, Or the water skooshers. So basically the wiper stalk, nothing is working on it. All the fuses have been checked. The motor is working. When i click the wipers there is clicking noise near the fuse box. Is it worth replacing the Stalk? Someone said it could be a relay but there isnt a wiper relay?? Even my local mechanic is stumped. In desperate need for some help please.

Most likely to be the GEM.  That's what controls the wipers on modern cars. 

There's no harm in trying another stalk, but if you're getting a click at the GEM that suggests the stalk is making some connection.
