Mk1 fiesta van paint issues ? Green base coat under coat ?

I have a mk1 fiesta van that’s at a painters having a full in and out paint job 

they have finished the body work. 
 

it’s been painted in primer and some of the primer has cracked. On closer inspection there is a green coat of paint (that I’ve seen on many Old Ford’s once sanded down) this green coat of paint is wet now and is causing the cracking of the primer. 
 

the paint shop is saying there is a spray that can go over the cracking to stop it ?? Is this ok to use this ? 
 

or do we need to bare metal the whole van and start again ?? 
 

and advice will be great
