Fuel pump low voltage.

Hi guys,

I’m currently in the process of converting my track Fiesta 1.4 (2006) to bike carbs. 
I’ve junked all the EFI and today removed the pump from the tank and I’m using an external motorbike pump to feed the carbs from the tank. 
 

however today I spliced in the bike pump to the original pump wiring and it wouldn’t run. 
when I checked there was only 11.2v at the plug. 
Any ideas why this maybe?

I’ve checked for bad earths, changed the pump fuse but still low. The battery is charged and showing just under 13v. 
 

The annoying thing is I get that it may be a wiring fault, however the old high pressure pump ran fine.

Incidentally, just to add.. There are 4 wires to the pump/fuel gauge. 
 

I have chopped the centre 2 and send them to the new pump. The outer 2 wires are for the fuel gauge. Do you think it could be something to do with those outer two? Maybe they are reqd to still be in the circuit somewhere. The plug to the top of the pump assembly is still there and plugged in to (I hope) still work the fuel gauge (although when I turn on ignition it moves a little but it’s got 1/4 tank so should move to at least 1/4.
