I have a 2005 Ford Focus to which the Instrument Cluster has packed up. (non Repairable) if I was to purchase another, same Number. Is it just a plug in and go. Or would it need reprogramming

It will need programming. The immobiliser is part of the instrument cluster.

Who says its non repairable, theres some pretty amazing techs out-there

How do you know it is unrepairable ?

If it hasn't been removed yet, who knows, it may not be as bad as you think.

Have to agree.

Search on Ebay, there are specialists advertising on there, that we've used, who know their stuff.

What is it doing, or not doing, that is making them say it's dead?

I know 2 guys from FB, i can highly recommend from personal use.
