Fiesta Engine Whine

I have a Fiesta 1.4tdci 2006 which gets a whine from the engine at 2000 to 2500 revs in any gear. It stops when you slow down, speed up or depress the clutch to drop the revs. The noise is also there when in neutral, clutch up and the engine is reved to 2000/2500. The turbo has been replaced by my local dealer but the noise was there before the new turbo was fitted and still remains? 46000 miles on the clock. any ideas?

It could be one of two things:

Fan belt could need tightening or if its not that it could be the alternator, when I had a Fiat Grande Punto it whined when i was accelerating high up and sometimes when normal driving, eventually it just seized up and snapped the belt (no damage was done). I would get your local garage to check these items.
