Low speed power steering issue

I have recently bought a 2007 1.8 Diesel galaxy. It is so far lovely except for a low speed power steering issue. There is intermittently an issue with it at low speeds. Mainly when parking or at very low speed corners. Some times it works sometimes it doesn’t. When it doesn’t work the pump is whining. When you’re driving above around 10- 15mph. The power steering is fine. The issue is the same whether turning left or right. The reservoir has plenty of fluid in it and isn’t appearing to be going down. So dont thinks it’s a leak. Could a pump have an intermittent issues or could I be looking at a steering rack problem ? The other option I thought of was could it possibly be the strut top bearings seizing up maybe. The car was bought for use over the summer but it’s got good history and other than this issue it drives really well.
