Suspecting of bubbling

Hi, hope you are well.

I am suspecting that the expansion tank is bubbling but I am not exactly sure it it is or if its just condensation. I have checked the engine oil cap and dont see any white fluid nor inside. 

Any help would be appreciated

Yes.  Hot water creates steam.  Steam condenses on any cooler surface.
