They do on all modern vehicles. The instrument cluster lights are very bright during the day otherwise there would be little point in them being on. At night the light would be far too bright and would be very distracting and so the brightness is reduced when the headlights are on.

Do you not have the push button digital dimmer switch on your 2015 Transit ?
