Mk5 ford fiesta dipped headlights cutting out

Hi there was just wondering if anyone knows why my dipped headlights are cutting in and out I’ve checked connections and checked lamps ,doesn’t seem to be any damage to cables that are seen . There is also a elctric motor type of sound in intervals I think it might be the motor that moves the dipped beam up and down but then I also think that the lights shouldn’t cut in and out if it is that just seeing if there’s any recommendations before buying new light units .

The dipped beam are controlled by the GEM which is part of the passenger compartment fuse box. They are known to suffer from water ingress which often results in random behaviour with lights and other things like the wipers and screen wash.
