My 2000 Focus 1.6 (petrol) has suffered from this problem for a long time - the air con fan is always running (even with aircon off and internal fan set to 0). Not a big problem but the car does sound weird - drives ok. Dealer hasn't sorted it, just had the cam belt changed (44K) and they had another look - still happening. Any ideas?

    set the blowers to blow out the footwells or to the face and not directed to the windows

    you say that it stays on when off then it could be a faulty blower swhich, or the blower resistor, the resistor is on the right side of the blower motor,
