Connectivity issues with Mk4 Focus

My Dad bought a 22 plate ford focus at the weekend we have tried to connect the FordPass app to no avail whenever it shows error code 97. We have redownloaded ford pass and reset the car infomtainment system  when we go into the cars settings and to connectivity the option for share car analytics just will not turn on

 

Any advice on what this may be before we take it back to the dealership?

    Not all have a modem fitted.

    That trim was introduced with fewer microchips during chip shortages so doesn't have the modem.

    It’s just the titanium. I’ve been through the vehicle settings there is definitely a modem in there as there is a modem serial number
