Can I set up with FORscan that the DRL not to dim while turn signal is on?

Why would you want to? The whole point is to make the indicator more visible.

I have a problem where the DRL flickers while dimmed, and I might be able to fix this issue without replacing the headlight if I turn off the dimming.

Non dimming on turn signal will fail MOT

OK but its still not dimming just flickers while it should be dimmed. It would be even better if the DRL completely turned off while the turn signal is on.

You may be able to do that with FORScan, have a look
