Lower rear shock bolt joint

Having sorted most of the front bushings, arms, links last year, now turning to the rear.

Came across the following discrepancy trying to remove the lower shock bolt (see photos). I'm assuming this is not part of the design! 

The two gaps clearly don't match, and the bolt of the wider one is now just turning.

I suspect the wider gap was a victim of the government's pro-pothole policy.

I intend to replace the whole trailing arm rather than mess around with it.
