Odd item showing on rear bumper

After a full detailing set over the weekend, this was found on the rear bumper

To me, and the detailing guy this looks like a puncture point made from the inside out, and not a scape, bump, or hit on anything 

Any views thoughts be appreciated thanks

I've had very similar on the front bumper of a XF Jaguar. After much investigation it turned out to be a kind of burn caused by sunlight being focused through a glass prism on a fancy glass front door. The plastic had become so hot that it bubbled up (like yours) but no sign of the paint being burnt.
