Before I can answer that, I need to know if your Focus has the opposite opposing front wipers?

No normal wipers thanks 

If your car has the fuse box in the rear luggage area then it should be Relay R3 and Fuse F33

I wasn't aware that any Mk3 didn't have opposing wipers?  They were even standard on Zetec trim as far as I remember?
