Ford Focus 2009 coolant fan and air con not working

Hi all, 

Having a bit of a mare with this there are

only two possibilities left i think

Focus 2009 lynx engine

Put a/c on goes on straight away 2-3 seconds very slow then stops might start again slow and stop

Single fan

Removed the cht sensor this should start the fan on full speed nope it just turns a few times every now and again very slow bought a new one to play with got it hot whilst leaving old one in place got the temp on the dash to 170c nothing just a little turn.

checked fan plug fine 12v and earth checked (Don't know how or what i am looking for in the blue wire ? from the pcm)

Haynes manual says to check fan remove plug and bridge please help on this as they are receiving voltage and earth

how can i tell if i am getting a signal from the pcm if not i presume i check the wire coming from there up to the plug ? continuity ?
