Front footwells wet - may be scuttle drain? (2006 MK6)

Hi! I bought a 2006 MK6 as my first car and i noticed both the passenger and driver side footwells are soaked. We pulled the carpet up, and its absolutely swimming with water underneath.

I read a post where someone was talking about the scuttle panel/drain and i took the wipers off and found a load of leaves at the bottom of it that was blocking water from going through properly. But that section is only on the passenger side, and both footwells at the front are wet. What could it be? Thank you
