MK4 fiesta "cardboard washer"?

Hi I've recently stripped out the back of my fiesta and came across these "cardboard washers" anyone know what they actually are and what they do?

Haven't seen those before.  Can you give us any more info about the location or did they just drop on the floor at some point?

They came out of the bar holding the bottom of the seatbelt (dont know it's actual name). I do have a picture of where it came from but cant seem to upload it

Ah ok, is this a 3 door model?  If so, I think they're number 16 on this diagram.  Ford part number 1487503.

I reckon they're probably rubber coated to prevent them vibrating loose over time.  And that rubber has gone hard and brittle to resemble card.  Unfortunately that's the best suggestion I can offer without being able to find a real picture of a new one.

its just a cardboard retainer to stop the bolt falling off the spacer when fitting the belt during manufacture
