Bad Cold Stating

Hi i have a 1998 mondeo 1.8td which has very bad cold starting, it has two cables that go to the pump, one is the throttle cable and the other goes from the pump to a solenoid/electric motor under the battery tray which i have been told is a cold starting device. This solenoid does not move. Can anyone tell me if this is a cold start device and weather they do cause problems and how to check it as the Haynes manual does not have it in the book. Please any help much appreciated thanks Dave
