id say if its hidden by the rubber, i doubt they will notice it, unless on MOT they specifically go checking that.

They arent rigerous enough to check under the seals, unless the rusting comes out of the seal which will cause them to look for it. MOT Test is puresly checking the overall worthiness of the vehicle. a couple of small spots of rust wont cause a failure, even the crach in the metal there - that will be on the topside and not the underside of the metal frame, so it wont cause any structural weakness :)
