Remote Key Fob/immobiliser Problem - Pls Help!

Hi, Im new so apologies if my question has already been raised before.

I accidently washed my key fob and so although it still starts the car, I lost the remote locking function. Dried it out completely and tried replacing battery but still wont remotely lock?

I bought a replacment fob from Fleabay (exactly same part number) and reprogrammed it and thought i had sorted it. With replacement fob, using original key - remote central locking works, however will not start the car!

I dont have any other key - bought car second hand.So how do I make one good key that will both start the car and do the remote central locking out of the 2 I have got?
