Are my alloy wheels cooked?

Hi All,

I've had my car for over a year now and love it to bits. Recently I took all four alloy wheels off to give them a clean. Now, when I purchased my car, over a year ago, the salesperson said that the alloys have had a full refurb. So it came as a massive surprise when I removed all four and they looked like this on the inside. They are all oxidised and look like they're rusting, they are that bad. I'm going to sand them all down to see if I can get them looking better, but what can people recommend for the inner barrel of the wheel? I need a good primer and paint. Any tips and recommendations hugely appreciated and welcomed.

Just to add, they are soo corroded, that I think garages would find it difficult to stick on the wheel weights (they all need re-balancing before I have the tracking done)
