my steering wheel moves when i hit a bump or a dip in the road bad enough to make the car want to go in the direction of the bump.

is this normal?

    Depends how much it's actually going in that direction

    It is normal because the car slows from one side and keeps going with the same momentum from the other hence it will divert to the side where the bump was encountered.
