This is not running .so I would have thought it would be shut ?

Nope, stays open slightly when engine not running,

The throttle plate staying a bit open is completely normal on this throttle body.

The Focus MK2/MK2.5 Petrol engines do not have an Idle Air Control valve like many other engines. On the Focus MK2/MK2.5 Petrol engines the amount of air during idling is fully controlled by the throttle plate of the throttle body. This basically means that the throttle plate is always a bit open during normal operation.

After the engine has been switched off the spring on the throttle plate axle closes the throttle plate against a stop screw. This stop screw is spring loaded which keeps the throttle plate a little bit open. The reason for this is to prevent the throttle plate from getting stuck in the closed position. During normal operation the electric actuator of the throttle body can compress the spring of the stop screw if needed to obtain the correct RPM.
