2003 Petrol 1.4 Ford Fiesta High Tickove Over 2000Rpm Even When Warm

Hi all my gf has a 1.4 2003 petrol with 100k miles. The car was bought recently from an auction. It is fine other than the revs hold at between 1000 to 2000rpm even when cold. I have changed spark plugs added oil and changed air filter which was caked in oil. I have tried to clean the throttle body but still no luck and the engine doesn't have an icv it's fly by wire. The battery looks original could this be the issue? There is no miles light on and have scanned an nothing stored just to be on the safe side. The oil filler cap is broken but still provides a seal. any ideas welcome.
