It's difficult to see what you mean from the image. If you mean the bottom of the deflector sitting inside the window well, then yes it should be there. When your window is rolled up it will push the deflector outwards against the seal preventing water getting in.

If this should be out or in my friend on his accord have it outside

It should sit on top of the rubbers.

I did think what can I do now ? Will it be okay If I try to remove and reinstall with that bit on top ?
