Ex Police and MOD estate cars trim levels?

I've been casually looking at ex-police and ex-MOD K9 transport estates, they only appear to be in the most basic trim levels (Style, Studio and LX) as far as Ford models go.  Whereas Volvo and BMW ones are at the S and SE trim level. 

Anyone happen to know why there aren't Titaniums or Titanium X's amongst the Ford ones?



I say cost

Mostly cost. They're a vehicle for transporting officers / dogs etc. As long as they can respond the MOD ans Police don't tend to splash out on niceties... Humberside have the odd Antara with heated seats... these are a luxury.
