Unable to turn volume down

Hello,

I've got a late 2011 Firsta with I think sync 1.0, I'm not sure. Over the last few months I've noticed I can't turn down the Bluetooth volume at all, it's stuck at 20, I can only turn the volume up. 

For example I'm listening to the radio at whatever volume I like, I'll get a call or I want to use Siri and the volume for that is stuck at 20. I turn the volume down and it turns the radio volume down, I turn it up and it turns the Bluetooth volume up. 

When this happens: traffic announcements, Bluetooth phone calls, using Siri on my phone.

What I've tried: De-bonding and re-pairing the phone, running an update, neither of these have worked  the volume is still stuck at 20

Any ideas what I can do?
