2006 Focus 1.6TDCi

I recently got a Focus 1.6TDCi Zetec Climate, and I have a couple of questions:

1. The blowers do not seem to perform well. I hear the fan increasing speed on each setting, and even on speed 4 to any area, there doesnt seem to be much of a blast coming through the vents. Is this normal or has something become disconnected? (i doubt this, as air is in fact coming through, but its not as rapid as I am used to in other cars.

2. It was on 92,000 miles when I bought it, and I dont think its ever had a diesel additive top up (EOLYS 176). How important is it to get this done, as it is VERY expensive
