Petrol Ford Fiesta Starting Problems

Hello all, been snooping on this forum for years. This is my first post.

We are having trouble with our 2010 petrol ford fiesta zetec starting up. It wouldn't start with a jump start but would start with a push start. Also tested battery with multimeter and also took it to halfords and it came back fine. There was also a click noise when I tried to start the engine.

So this then led me to believe it was a problem with the starter motor and I wanted to check power going to it. It was awkward to get cables to it when it was in place so managed to remove the starter motor to test the terminals.

I seem to be gettin 12 volts to both terminal even when the ignition is not being turned, this does not seem right as I thought one should only be love when key is turned.

Has anyone else experienced this or had similar problems?
