Front seat latch doesn't work

I have a 2016 3 door fiesta, the latch on the front seat doesn't work so there isn't access to the back seats of the car. I have taken the seat out to have a look, the handle at the top works and the cable hasn't broken. The problem seems to be with the ratchet at the bottom of the seat, the mechanism isn't releasing so it isn't allowing the seat to tip forward. Has anyone else had this problem and any ideas on how I can fix this?
