Hoping someone can help/advise.

the last year I’ve had an ongoing leak in my boot. After trial and error and replacing the rear lights this leak is still going.

 

ive replaces the cluster lights, the air filters under the bumper but water is still getting in. The boot seal is in tact not blisters or breaks. 
 

I’ve stripped the carpet out and sat in when we’ve drenched it with water and it looks like the water is getting into the boot above the seal, it’s almost as if the boot isn’t tighter enough to keep the seal tight.

 

any ideas on how I can fix it?
