Blower / Air con not working: 2001 Ford Focus

I have a 2001 Ford Focus (1.6 Ghia) and having issues with the blower / air con. Initially the fan was not working on on speeds 1-3 and the air con had also stopped working, it was however working on speed 4.

After doing abit of digging I decided to change the thermal resistor hoping this would resolve the issue, but no joy. The old resistor did look very worn so probably did need replacing, but the fan is no longer working on any speeds.

I double checked the fuses in the engine compartment and the F64 (30a) fuse was blown, so changed this (F65 was fine), I tried again and the fan still wasn't working. However the new F64 fuse had blown again. 

What are the likely issues? I am assuming it might be the fan motor or potentially a doegy new thermal resistor?
