1.8 tdci cambelt (dry) tensioner is going crazy

I'm having trouble with my transit connect.

When it is running with the timing cover off the cambelt tensioner is flickering all over the place. Once tensioned using the 8mm Allen rotating anti-clockwise and securing it between the locating marks then tightening the (new) camshaft pulley, once started the tensioner lug moves and if the engine is revved up it’ll bend the lug or twist it. The timing is spot on though using the correct pin to lock the crankshaft and plate to lock the camshaft and every time it’s checked it’s all Line up perfectly. 
 

This may be relevant. I’ve had the cams out because the tappets were noisy so I’ve cleaned them up and oiled them and put back in the same locations and measured, all in tolerance. I had an issue where the cambelt was tracking off the fuel pump pulley when I run it up after this repair. Found the fuel pump pulley main nut (behind the actual pulley) came completely loose (never touched this) which caused the outer pulley to have movement. Anyway, I tightened up the nut and thought that would be it. The cambelt runs true now but still have the issue with the tensioner. 
I hope some one can help.
