Cooling fan not spinning

So I was on my way home and my car began to overheat, so pulled over to check coolant levels and it was still fine. Got home and saw the coolant gauge sitting at almost max level(7 bars)

I realized the fan was not kicking in when it usually does, so I checked the fuse box to see maybe if it was the fuse that was dead. Fuse seems fine. Tried to spin the fan and it does not spin at all without using excessive force. Is this normal? Can this be repairs inexpensively?

 



Sounds like a bad fan, i would replace it

I had a very similar issue back in the summer. At first the AC didnt seem to be working very well and I thought nothing of it then I noticed steam coming from the bonnet area after pulling up at a job! I was really lost as to why there was no real warning that my engine was overheating especially when you get very anoying ding ding ding sounds for not putting a seat belt on. 

I also checked all the fuses which were fine then tried to power the fan directly and found it was dead. My car is the 1.0 eco boost and I bought a brandnew fan from a Ford dealer through EBay at £90 which was really good as Eurocarparts were around £140.
