Ford Mondeo MK4 2.0 petrol

Front windscreen wiper and washer stopped working same time.
It was icy winter situation and tried to use them while they might have been stuck or frozen.
I checked the fuse under the hood and under glove compartment. They are ok.
I cannot rule out relay. If fuses are ok, should relay click?
Are there any more fuses than 2?
If washers and wipers are out together, does that mean it is relay? 
There is no other compatible relay to replace it for testing purposes.
