Map update after F9 does nothing?

I have Sync 3 version 3.4 build 20136 with Map version F9 installed. (Mondeo 2019)

The Ford website says there is a further maps update (about 8GB compared to the much larger previous update that delivered F9 maps) which I have downloaded and extracted. However when I insert the USB the "Updating Software" status never changes, even after a couple of hours. If I take out the USB or restart the car without getting the normal "Installation Complete" message there are no error messages and the system continues to work normally. No log file is created.

I have forced a log file to be created and reloaded that to the Ford website but it continues to offer the same map update. I have downloaded the update again and extracted to a different USB but the result is the same ie the software update never completes but gives no form of error.

Has anyone installed this update successfully or even seen it appear?
