Revs start at 1500 revs?

I recently bought a 2010 Mk2.5 Focus and after owning it for a couple of days I noticed that if I just touch the accelerator peddle the revs jump straight to 1500 revs and above.

Is this some kind of anti stall or is the throttle position sensor faulty? 

Tickover is fine at 800 revs.
