U1900 code, but no lights

I have a ford focus 2007 with 111,000 miles on it. Sometimes it struggles to start, and sometimes it just doesn't start! I have replaced the fuel pressure sensor because we thought that was the issue but no change.

 

When i get it started at first it runs fine and will continue to run for a long period of time, i can turn it on and off again without trouble once it has turned on initially. When starting it, the car almost starts then goes back to cranking. There is no engine lights but i know they all work because they come on in second position and when i dont have a seat belt.  
 

 

i think it may be a bad fuel filter but honestly have no idea and dont understand why the U1900 code comes up with the scanner but there is no engine light
