Fiesta not starting

Hello I have a ford fiesta 2007 1.4 duratorq tdci and it's not starting at all and I see ------ in the dashboard lcd

I have connect the obd and I'm getting 

GEM errors

B1316

U0146

IC errors 

U0100

U2510

U0140

U0121

RCM ERRORS

U0155

I am looking to find some wiring diagram so I can check some staff in the fuse box 

for instance I want to check the engine management relay (R11 ) to make sure that all the wires are ok before change ecu 

I have tried with another dashboard and problem still persists

any ideas or any wiring diagram ?

It's fine .... What else can I check ?

Check for battery voltage at fuse 16. Do not remove the fuse, just probe the metal pins either side of the 3.

If you have battery voltage, start looking for any other electrical devices that are not working, door locking, interior and side lights, electric windows etc.
