How do i get access to the other side of this bolt (Clutch Pedal Bracket) to put in a new one as the previous nut broke off with half of the bolt with it

The answer is you don't.

Those are threaded studs which are resistance welded (spot weld) on to the vehicle body. They are not inteneded to be removed or replaced.

I would drill the broken stud out and then fit a 10mm 'Nutsert' (Just Google Nutsert if your not sure what they are).

 

May not be of any help, but I have used a "spike" nut, square, not hexagonal, which has a spike at each corner, in a similar situation.You do have to be able to get at the other side, but you do not need to be able to get a spanner on the "blind side to fully tighten.
