Mk5 1.4tdci sluggish

Hi. My son has a 2004 1.4tdci 112k miles on clock. It has an issue where it is really slow in the low revs. In neutral it revs up fine but taking it out on the road its awful.  1stgear pull away is ok but changing to 2nd and it takes forever to get the revs upto 3000 and then the turbo kicks in its better, Change to 3rd same again and it really struggles with hills. The car wasn't like this until a few months ago. I have serviced the car and replaced oil,oil and air filters and fuel filter, cleaned the maf, checked the egr is working. There are no fault codes on forscan.

Can anyone point me to anything else that might be causing this.
