ELMconfig error

Hello,

Im just about losing my patience with this buggy software so hopefully someone can help.  Im trying to change the GEM on my 2009 Fusion as this seems to be the obvious culprit in a long list of issues ive been having with the car and i read somewhere that saving all 3 pages in ELMconfig from the old GEM, then transferring the files to the new one should ensure a smooth change over.  

Only i cant save them.  i keep getting 'incorrect response from ELM to request   "21 04"  7F 21 31

I cant find anything about this error code, anybody have an idea?

Works fine with forscan and seems to do most things with elmconfig (as much as i dare without going too deep) But i cant seem to copy the GEM pages.
