Transit Connect 1.8 TDCI P0490 - Best solution?

Ford Transit Connect 2011 1.8 tdci 90hp (70800 km) 

The EML lit up a few days ago - P0490 EGR Circuit High. I took the actuator off and the valve does not appear to be stuck and I am able to move it. As I understand it, it is most common for the actuator itself to break, when the car only has 70.000 km (rather than the EGR being sludged up already). I deleted the fault code and I have driven it 30 km without the EML coming back on - but surely it will eventually. 

I was hoping to get some tips on the best (and cheapest) solution. I have some concerns:

1. Blanking the EGR at this point will not cause the EML light to go away - if the actuator is broken, the ECU will still notice the lack of drop in voltage?
2. A repair shop told me that they've had some bad experiences with replacing the actuator itself - because the ECU wouldnt cooperate with aftermarket parts. Does anyone have the same experience? 
3. Changing the whole EGR "system" is way to expensive. One guy said to blank the EGR and then remap the ECU. Is this the best and or cheapest solution?
