You need to read the error code (DTC). It is easy & cheap to do this, Forscan is the best system but not as convenient or easy to use as some, there are loads of self contained code readers that can read most basic engine codes.

The EGR valve needs no priming, it does not affect the fuel supply. It could be the ECU needs to be calibrated for the new valve, but I think this is extremely unlikely to prevent it starting, the ECU won't know about the change until the engine runs.

More likely it is a wiring problem, or something like that, which was hanging on by a wing & a prayer, and the repair work finished it off. So it could be almost anything, hence the need to read the code(s).

The Fuel rail is the high pressure common rail feeding the injectors. There are quite a lot of causes for this error, but EGR valves are not related.

Air ingress into the fuel feed line from tank to filter to pump. Blocked fuel filter. Failed Rail Pressure sensor. Wiring & connectors between fuel pump & ECU. Leaking injector. Faulty pump (including pressure relief valve & IMV (flow control valve).

Apart from the air ingress & fuel filter checks, these are not easy to test or replace. But badly low fuel pressure will prevent starting. There is no tank pump on these cars, so the engine mounted fuel pump has to suck fuel all the way from the tank. Once any air gets in it will have to be primed using a priming pump, or a vacuum pump on the pump connection to the fuel return line.

They shouldn't have needed to touch the Fuel System to change the EGR valve. What does the rest of the report say
