Boost surge/fluctuation TDCI

2009 Galaxy TDci manual, and have boost fluctuation under load. IE when climbing long hills or hard acceleration, the car will boost up, back off a little, then boost up, back off etc like a wave effect. No errors.

It has EGR blanked off, new complete turbo assembly, checked vac hoses, replaced turbo solenoid and still no better. 

Drives fine at all other times, just this annoying issue. Trying to figure out if anyone else has had similar of if they can suggest where to look next. No unusual noises, or black smoke. Has been well looked after and fully serviced and only gets decent fuel, and regular long trips and not short journeys.  

 

Someone suggested intercooler cracked but I'd expect that to cause black smoke and noise, which I don't appear to get (none more than normal for a diesel) but open to suggestions.
