mysterious leak

Good afternoon campers. First time posting, looking to see if anyone can help me.

Wife drives 2013 Focus diesel.  It has developed a whirring/rubbing noise when turning the steering wheel. I removed the front passenger side wheel and found a milky substance on parts.  

The coolant level is regular as well as the power steering fluid.  Not losing engine oil either.

Where could this be coming from? what would it be and lastly will it break the bank to fix?

Leaking power steering rack - but you say the level is ok.

Leaking shock absorber ?

2013 Focus diesel will have electric steering.

Excellent point 👍 so we can rule that out as leaking fluid but may be leaking electrons 🤣

never thought about shock absorber.  Ill do the old fashoned shake test here

Can you post a picture of the milky substance?

Is the rubbing noise only while turning wheel, or while holding the wheel turned?  If it's only when actually turning, it could be a suspension top mount.
