I've just bought a Ford Transit minibus 17 seater for my day centre. We have to apply for a PSV license as we are profit making.

I am having to complete an application for a Certificate of Initial Fitness PSV 417 as it's never been PSV tested before, having previously been owned by a church.

Several of the questions on the Certificate of Original Fitness form PSV 417 are proving impossible to answer. Not being able to complete the form is delaying all our plans to use
the minibus for our learning disability day centre so we really need some help.

Please could anyone provide any assistance or point me in the right direction?

Braking system description... What is the split arrangement of the service brake system?


Is the manufacturer's designated secondary brake part of the service brake system?


Please provide evidence of EC Directive compliance (to the standard appertaining to the date on which the vehicle was manufactured) for the following items:

Brakes to Directive 71/320/EEC as amended

Engine emissions to Directive 70/220/EEC as amended or 88/77/EEC as amended

Sound levels to Directive 70/157/EEC as amended or in either case any equivalent ECE regulation -  This information must be obtained from the vehicle manufacturer



I think you are going to have to get these answers from more than one source and by different means. The first question is was this built by the Ford Motor Company as a minibus or is it a conversion carried out by a coach works ?

Start by contacting the Ford Customer Relations centre who may be able to help answer most of the questions.

You should take it to an MOT testing station and ask them to inspect the vehicle, I expect they will want to charge but will be able to help with many of the questions.

Answers to the questions relating to Axel weight can be found on the vehicles VIN plate - see page 171 of the owners handbook for details of how to read the information.

Standard Ford suspension would be:

Axel 1 - 'McPherson Strut'      Axel 2 - Leaf Spring

Braking System: Service brake (foot brake) split: O/S front - N/S rear, and N/S front - O/S rear

Secondary Brake: Parking Brake (handbrake)- yes, uses the same rear brakes as the service brake.
