A few months ago, I told how I suspected that showing some cleavage may have helped an Ukrainian friend get excellent service when she needed a punctured tyre replaced.

She couldn't resort to such an artifice when she sought the cancellation of TWO parking tickets received on one day in the same car park. It's one where she's parked before and has always paid the fee by phone, but three weeks ago her screen froze on "Send" (she tells me). After an hour, she returned to her car to find a penalty notice on the windscreen: £50, or £25 if she paid within a month. She then paid for another five hours of parking, only to over-run by 15 minutes; when she got back to her car there was a second penalty notice. She reckoned that the first notice should have given her immunity from a second one.

I was VERY doubtful about her logic, but I  agreed to draft a letter of appeal. (She gave me 24 hours' notice before the deadline.) I did play the Ukrainian-unfamilar-with-Englsih- rules card (not helped by her retaining her English ex-husband's surname). The Council's acknowledgment promised a reply with 30 days, but in fact within 48 hours there were two, one for each appeal, cancelling both penalities. Which surprised me.
