I'd like to repair this as cheaply as possible. Can I do it myself? Previously I used a cable tie to hold it back however I'm getting concerned that it could be dangerous.

Very simple to replace, literally just a few screws. 

You will need to jack up that corner of the car for enough space to manoeuvre the liners in and out. 

It's also worth checking how many screws are still attached to the car as I suspect you may have lost a few unless the liner was ripped out around them.

As you've already said, I would drill a small hole in both sides, and hold them together with a cable tie, though as most on here would know, I'm cheap! LOL

Or get a very cheap, used one and replace it

Won't work.  The main fixing has ripped on the right hand edge.  There should be a screw hole there, not a gaping chasm.
